Failed seawalls have been classified as:
- HIGH PRIORITY (failed seawall with severe erosion or erosion close to structures)
- MEDIUM PRIORITY (seawall standing but not functioning with some erosion)
- LOW PRIORITY (seawall has minor damage and functioning with little to no erosion)
Schedules for the Hurricane Ian Seawall Recovery Project have been updated. Click on each zone in the table above to see the most recent schedule. FEMA and City inspectors are continuing to view the damaged seawalls this week. Letters are sent to property owners approximately six weeks prior to construction indicating the start date for construction, instructions on what a property owner should do to prepare their property and contact information.
Contractors have started the seawall replacement work in the canal districts of Punta Gorda. There is approximately 7.25 miles of seawall throughout the city that received damage as a result of Hurricane Ian. The contractors will be addressing the most severe damage first. Schedules for each zone are listed and can be accessed by clicking on the graph above. These schedules are likely to change depending on the progress the contractors are able to make once they get started with repairs. They will be updated on a monthly basis.
FEMA crews are now on site with City personnel inspecting damaged seawalls. It will take several weeks to complete these inspections. The crews appreciate the patience of all property owners as they tackle this large task.

Schedules for the first six months of the Hurricane Ian Seawall Recovery project have been posted. Each zone has a separate schedule, which will be updated on a monthly basis. Property owners should be expecting communication from the contractor for their zone prior to work beginning. Letters will be sent, and some property owners may be contacted with an additional phone call or visit to the property. Property owners are able to contact their contractor with any questions they may have. For contact information, call Public Works at (941) 575-5050.
On Friday, June 2, 2023, City staff met with FEMA inspectors to coordinate information and discuss inspection schedules for the Hurricane Ian Seawall Recovery project. FEMA inspectors will begin their inspections the week of June 12, 2023. Residents can expect City and FEMA representatives examining the seawalls behind their homes.
The contractors for the Hurricane Ian Seawall Recovery project have staged their equipment and are beginning work on some of the properties with severe seawall damage. A schedule for each zone has been posted for the next 6 months. These will be updated monthly on the Hurricane Ian Related Seawall Failures webpage.
A pre-construction meeting was conducted on May 16, 2023, with the contractors for the seawall project and City representatives. Information on the project will be updated as it is received, and new information is made available.
On Wednesday, May 10, 2023, a Notice to Proceed was issued to the three contractors who will be doing the work on the Hurricane Ian seawall project. (RJ Gorman Marine Construction LLC -zones NW2, NE2 and SW, Marine Contracting Group Inc. - zones NW1, SE, BSI-N, and BSI-S, and Ecological Construction Services d.b.a. Economy Dock, Seawall and Dredge Co. - NE1 zone.) Contractors are required to start work 20 calendar days from the date of Notice to Proceed, which will be May 31, 2023. The Punta Gorda canal system suffered near catastrophic level seawall failures as a result of Hurricane Ian. The staff has inspected and prioritized repairs in both Burnt Store Isles (BSI) and Punta Gorda Isles (PGI) neighborhoods. Projections are that 3/4 of a mile in BSI and over 6 1/2 miles in PGI suffered some sort of seawall damage and affected approximately 582 parcels. These projections will vary upwards or downwards as the assessment process continues.
Mapping has been developed as well as an address list that will enable resident tracking. Please note there are two columns within the address listing. The list includes visually inspected seawall failures as well as resident-reported failures. This is a cursory review. You may find your next-door neighbor’s seawall has failed but your address is listed, or your next-door neighbor’s address is listed but the failure extends to your home. If you suspect a seawall failure and neither your address nor your neighbor’s address is on the list, please contact Public Works at (941) 575-5050. Maps will be updated every couple of days until we are comfortable, we have captured all of the failures.
Seawall restoration work in the six PGI zones and the two BSI zones will begin after the bidding process is complete. The bids were opened on March 22, 2023. Once bids are opened and verified, the contracts were submitted for City Council approval on April 27, 2023. Then a Notice to Proceed is issued and contractors have 20 calendars day to mobilize and start construction. Contractors are required to submit Construction schedules – these will be advertised on the website once received. Construction in all eight zones is expected to start simultaneously. Property owners can expect to receive a letter notifying them of when the construction will start. At that time the property owner needs to prepare their property for construction and provide contact information.
