Kevin D. Martin, Training Chief

The Fire Training/EMS Division consists of one Training Chief, and four Field Training Officers (FTO, operating under the direction of the Operations Chief and the city medical director. The Field Training Officers (FTO) are spread out among the three shifts that are on duty 24 hours a day. Field Training Officers (FTO) are responsible for conducting daily training modules and documentation of our 27 full-time firefighters. Field Training Officers (FTO) are also responsible for the daily hands-on and mentoring of our new hires and ensure they phase/test out of our new hire proficiency training program and attain full-time status.

The Training Chief is responsible for the oversight of the Field Training Officers (FTO) and all personnel training including EMS Operations, Firefighting Operations, and Dive Operations. Additionally, the Training Chief oversees the department's written protocols, all medications, and EMS supply inventory, as well as maintaining all state and federal licensing for all personnel and facilities. The Fire Training Chiefs' essential duties are to train and coordinate all knowledge-based skills for fire department personnel, prepare lesson plans, evaluate, and ensure training records are accurate and compliant with NFPA standards for training. 

Finally, the Fire Training/EMS Division coordinates and sets up training and interoperability drills with surrounding police, fire departments, and other agencies to ensure that we are always prepared to respond to any emergency or disaster that presents itself and to protect the lives and property of the residents of Punta Gorda and Charlotte County.
