Engineering

Engineering provides technical support to the City in the following areas:

  • Development Review Committee – Engineering sits on the committee and reviews development plans related to drainage and sitework on commercial projects.
  • Building Permits – Engineering technicians set swale elevations and determine driveway pipe and box culvert elevations for residential construction. Inspections are scheduled through the Building Department.
  • Environmental Permitting - Engineering handles state and federal permitting including National Pollutant Discharge Elimination System (NPDES), Southwest Florida Water Management District (SWFWMD), Army Corps of Engineers, Florida Department of Environmental Protection (FDEP) for dredging, stormwater ponds, and Impact to mangroves. Before any work is started on City property, Engineering evaluates what impact it may have on the environment and coordinates with applicable permitting agencies.
  • Construction Management for Capital Improvement Projects - Projects include Downtown Flooding, Herald Court Centre Parking Garage, Multi-Use Recreational Trails (MURTs), Linear Park, Harborwalk, Laishley Park, Public Works/Utilities (PW/UT) Campus, Retta Esplanade, Aqui Esta Handrail Removal & Sidewalks, Landscaping, Paver Brick Projects. Engineering oversees the Contractor to ensure Quality, Costs and Timelines are met.
  • In-House Design - Engineering staff has completed design of many projects in-house. Including the Interactive Fountain Area, Pavilions, Restrooms at Laishley Park, Path under the US41 North Bridge & Laishley Park Point Refurbishment, Floating Day Docks at Laishley Park, and several parking lots (Mary Street, Martin Luther King Blvd., Nesbit Street at Post Office, Laishley Park). Larger project are usually sent to a design firm.
  • Coordinate with FDOT - Signals, Road Paving, Signage, Landscaping, Drainage – All work on a FDOT state road must have specific authorization from FDOT.
  • Special Permits - Any dock or piling request that goes beyond a standard dock on a standard lot must obtain a special permit. Staff reviews and presents applications to Canal Advisory Boards and City Council.
  • Traffic Issues including signs, signals and striping – Engineering provides periodic review, routine maintenance and programmed improvements. Countdown Pedestrian Signals, Blue Confirmation Lights, Shreve/Pompano Intersection, Bal Harbor Turn Lane are recent projects. Engineering installs traffic count tubes on major roads twice a year so the Metropolitan Planning Organization (MPO) and Commercial Property Appraisals data can be updated. Private developers use traffic counts to determine whether enough traffic passes in front of a property prior when planning to develop a new site.
  • Street Lights – Various entities are responsible for street lights in our community including the City, County, Florida Power & Light (FPL) and private developments. Lights consist of Cobra Heads, Decorator Lights and High Mast Lights. Some lights are metered and the City is billed based on the meter readings. Other lights are unmetered and the city is charged a fixed fee monthly for each light. Engineering maintains database and coordinates with appropriate parties to ensure lights are on and costs are minimized. Please call Public Works at 941-575-5050 to report any street lights not properly functioning so the request can be routed to the appropriate agency.
  • Drainage Improvements and Repairs – Engineering oversees small drainage projects such as regrading a swale in the front of a resident's house as well as larger projects like San Rocco Drainage Improvements and Downtown Flooding Improvements. A work request is issued when water stands for more the 3 days. Water standing less than 3 days benefits the environment by recharging ground water and reducing the amount of pollutants discharged to the canals and harbor.
  • Americans with Disabilities Act (ADA) - Engineering works closely with the City's Risk Manager provide the highest level of compliance to federal accessibility standards so that handicap persons can enjoy all that the city has to offer. All new construction must comply with these regulations. The City has a Transition Plan to upgrade all older, non-compliant facilities over time.

Engineering also provides general support to the divisions of Facilities Maintenance, Canal Maintenance, and Right of Way, in addition to other City departments (Police, Fire, Urban Design).


Bal Harbor Improvement Update


Burnt Store Road - Phase 1 Four Lane Road Widening Project Update

Charlotte County Public Works is managing the Florida Department of Transportation, Charlotte County and City of Punta Gorda funded Burnt Store
Road - Phase 1 four lane road widening project. Phase 1 of the project will be
the extension of an existing four-lane road section of North Jones Loop to US 41, additional turn lanes at the US 41 intersection, and the widening of Burnt store Road from a two-lane roadway to a four-lane divided roadway (including the Alligator Creek bridge replacement) between US 41 and Notre Dame Boulevard.
On July 13, 2010 Charlotte County Board of County Commission awarded the project to: Boness Inc., Paving and Site Work Contractors. Bi-Weekly Project Meetings are scheduled to commence on Aug. 25, 2010. Information updates
will be provided as the project progresses.
